- "Al-Mashhadani is believed to be the most senior Iraqi in the al-Qaida in Iraq network," he said. "In fact, communication between the senior al-Qaida leadership and al-Masri frequently went through al-Mashhadani."
- According to the General al-Mashhadani is the co-founder of an organisation called the Islamic State of Iraq.
- "The Islamic State of Iraq is the latest effort by al-Qaida to market itself and its goal of imposing a Taliban-like state on the Iraqi people," Brig Gen Bergner said.
- In internet postings, the Islamic State of Iraq has said its leader is Abu Omar al-Baghdadi, of whom little is known, and cited al-Masri as its minister of war.
- Brig Gen Bergner said al-Mashhadani had told interrogators that al-Baghdadi was a "fictional role" created by al-Masri and that an actor was used for audio tape speeches posted online.
- "In his words, the Islamic State of Iraq is a front organisation that masks the foreign influence and leadership within al-Qaida in Iraq in an attempt to put an Iraqi face on the leadership of al-Qaida in Iraq," he said.
- Al-Mashhadani was a leader of the militant Ansar al-Sunnah group before joining al-Qaida in Iraq two and half years ago, the brigadier general said. He served as the al-Qaida media chief for Baghdad and was then appointed its media chief for the whole country.
- Al-Qaida in Iraq was proclaimed in 2004 by Jordanian-born Abu Musab al-Zarqawi, who led a group called Tawhid and Jihad, believed to be responsible for the beheading of several foreign hostages.
- Al-Zarqawi was killed in a US airstrike in Diyala province in June 2006 and was replaced by al-Masri.
- The degree of control and supervision by Bin Laden's command structure of the Iraq branch has been the subject of debate, with some private analysts believing the foreign-based leadership plays a minor role in day-to-day operations.
- However, the US military has released captured letters suggesting that the foreign-based leaders provide at least broad direction.
- Al-Qaida in Iraq is better organised and has better relations with the core al-Qaida leadership since al-Masri took over from al-Zarqawi, according to the Iraqi government.
- "To further this myth, Masri created a fictional head of the Islamic State of Iraq known as Abu Omar al-Baghdadi," he said.
- "To make al-Baghdadi appear credible, al-Masri swore allegiance to al-Baghdadi and pledged to obey him, which is essentially pledging allegiance to himself since he knew Baghdadi was fictitious and a creation of his own," he said.
- "The rank and file Iraqis in AQI believe they are following the Iraqi al-Baghdadi. But all the while they have been following the orders of the Egyptian Abu Ayyab al-Masri."
- Voice recordings purporting to be from Baghdadi have appeared on the Internet, although Bergner said he had been played by an actor. He did not refer to any video clips.
- Bergner said Mashadani was al Qaeda's "media emir" for Iraq.

- Al-Zarqawi posted Web statements declaring his allegiance to bin Laden and began using the name of al-Qaida in Iraq. Al-Zarqawi was killed in a US airstrike in Diyala province in June 2006 and was replaced by al-Masri.
